VII. Program Implementation Mechanism

         The Program is implemented into practice by realizing the projects under state and commercial management. The Program is not oriented for subsidizing from budget funds and is expected to be financed mostly at the expense of charity donations of sponsor. The International Fund exercises general management of the Program, search for customers and new projects. Project developers will enjoy the author's right. To make the Program more available to under-developed countries, charity activities and legal privileges are planned to exist in the countries where such projects will be implemented.
         Organizationally it may take the form of commercial structures of some industrial-scientific-financial groups.
