        Родился 26 мая 1948 года. Окончил механико-математический факультет Московского государственного университета им. М.В. Ломоносова, аспирантуру, там же защитил в 1981 г. кандидатскую и в 1989 г. докторскую диссертации. Автор более 310 печатных работ. Под руководством М.Р. Либерзона защищено 29 кандидатских диссертаций.
        Вице-президент Российской Инженерной Академии, действительный член Российской Академии Космонавтики, Международной Академии Информатизации, Московского математи-ческого общества, Американского математического общества, Германского общества по при-кладной математике и механике GAMM, Европейского общества механиков EUROMECH, Американского института по аэронавтике и астронавтике AIAA, член-учредитель Междуна-родного Ордена-Общества в Кембридже (Англия), постоянный представитель неправитель-ственных организаций в ООН, член Совета Международного Фонда содействия ЮНЕСКО.
        Читал лекции по приглашениям научных, образовательных, культурных, деловых центров России, США, Финляндии, Германии, Италии, Израиля, Канады, Кипра, Японии, Югославии, Великобритании, Австралии, Франции, Китая, Чехии, Португалии и других стран. Участник большого числа международных конференций, симпозиумов, конгрессов. Инициатор и один из основных организаторов ряда международных форумов, таких как "Международный Аэро-космический Конгресс" (Москва, раз в три года, начиная с 1994 г.), "Американо-Российский инвестиционный симпозиум" (Бостон, ежегодно, начиная с 1997 г.), "Международная Конферен-ция ЮНЕСКО по инженерному образованию" (Москва, Санкт-Петербург, раз в два года, начиная с 1997 г.), "Всемирный Российский Форум" (Нью-Йорк - Вашингтон, ежегодно, начиная с 2001 г.) и др. Главный редактор издающегося раз в три года двухтомника "Труды Международного Аэрокосмического Конгресса", член редакционных коллегий ряда периодических изданий, в том числе журнала ЮНЕСКО по инженерному образованию (Мельбурн, Австралия), Международного авиационно-космического журнала «Авиасоюз» и др.
        Обладатель российских и международных наград: "Человек Года - 1994" (Американский Биографический Институт), "Международный Человек Года – 1994/1995" (Международный Биографический Центр, Англия), "Международный Почетный Диплом по Культуре", диплом "Международные Лидеры Достижений", Золотая Медаль "Человек Года - 1997", Почетная Грамота Мэра Москвы Ю.
